Sure he went rouge but it's not like he died like Makishima so there's no excuse Kogami not being here, I was pissed he only showed up in Akane's hallucinations needing advice from him. Saiga-sensi returned too and he actually performed very well he was a very minor character in season 1 but he stepped up to the plate in season 2 so that's one decent aspect at least, sadly he wasn't given a lot of screen time either! So the great characters didn't get enough time aside from Akane of course thank goodness we had one stellar main so then who did?
Let's see the Inspector bitch who tries to tell Akane how to do her job, I hoped I would like her but nah I don't she didn't even get development like I didn't know if I would like Akane at first but she wasn't as bitchy as Mika just why.
The new enforcer guy Sho was alright as in he did nothing wrong but wasn't outstanding either felt like a fake Kagari. Kamui the villain couldn't replace Makishima so I think I'm being unfair judging him but he just wasn't enough for me.
In episode 11 of Psycho Pass one of the single greatest anime episodes EVER Makishima defies all logic and kills someone with a Crime Coefficient of 0 in front of Akane and she can't do anything, after Kogami couldn't get there just so many things going on and Makishima really is surprising. Kamui was interesting and maybe if Makishima didn't set the bar so high he would've been better but I just couldn't love him as much as I hoped though Kamui was the best new character BY FAR.

Now before I go over the edge there was a few things from season 2 that remained consistent with season one. The opening and ending were possibly the best of the series the most redeeming factor of season 2.
In Psycho Pass the Sibyl System is a god, it controls your life and it can place accurate judgments on people. It's beyond humans but when a human can't be judged then it gets interesting and then when you realize the system isn't anything like it seemed I feel that concept of humanity and as Akane says "society doesn't protect humanity. Humanity protects society" that theme was very prevalent. Not to mention the true evil vs true good and how blurred Makishima makes that, you'd think his murders were evil but Sibyl can't judge him!
Now in season 2 they took all this and shit on it.
They took the super entity sibyl that was made of criminally asymptomatic people and couldn't be judged more human, just no. The chief and enforcer togane were bad at what they did they told Mika everything yet she proved nothing, unlike Akane who Sibyl deemed worthy of the knowledge. So the Chief Togane's mother sucked like she was terrible the only good thing that happened with her character was when her head exploded thank you Kamui.
But then that was terrible because it made Sibyl seem weak if they let shit ass fools get clouded hues when you're supposed to be criminally asymptomatic.
So the entire foundation that I loved about the Psycho Pass world was obliterated.
Psycho Pass 2 was too short. Psycho Pass was perfect, in the first 10 episodes it builds the world, characters and story and then when episode 11 hits then you knew this was a legendary show and from then on phenomenal episodes 17 and 22 kicked ass too. I felt it was perfect in pacing, so Psycho Pass 2 threw away that idea and decided to just be bad. The new characters all felt rushed, Kamui didn't get enough time to show just how amazing he was. Makishima had 22 episodes to show the extent of the cruelty of his mind and the sense of evil was there.

Kamui never got the chance because it was rushed. You get a few scenes of the crime, where he kills the enforcer with an inspectors dominator that was a good moment but that was episode 1 sadly and it would be the first and last. There was always something up with Togane but it just felt so cheap, like I think if they built his character more sure we know he has a mother complex and is crazy violent but we didn't Know him.
That's disappointing because I thought he would be a good character but not so much. Oh and there's division 3 like why do these loser even exist seriously what the hell how do they get jobs in the police force when their stupider then Makishima when he's fucking dead.
A dead man is smarter then the entire division 3 when they were on screen I wanted to vomit, profusely. In reality Pacing was the main problem that caused the downward spiral. If the anime had fleshed out properly and got more time to show the new characters and let me know them and then see just what the villain can do, all while keeping the integrity of Sibyl, this could've worked.
If Psycho Pass 2 had 22 episodes instead of 11 I wouldn't be surprised if I was instead writing about how impressed I was with season 2's ability to continue strongly where season 1 left off. But alas, no such luxury is available to me or any Psycho Pass fan for that matter.
Personal Background Tsunemori's parents.
At school Tsunemori is one of the top students with several notable achievements, both in the public and private sectors. She is curious about him, as well, and finds his methods of detective work surprisingly effective. There is speculation, without proof, that their mutual interest is romantic in nature, though some evidence exists that it may be one-sided on Tsunemori's part. Kogami respects her work ethic and attitude saying, "This girl is amazing.
She's a female who deeply loves law and order, and also deeply loved by it. Her expression is just like a prayer to the heavens.
Because Makishima is a precious research specimen, Tsunemori is willing to bring him in alive in exchange for Kogami's unfettered flight. Her reasons for this are to bring him to mind, though whether for reasons professional, personal or a combination of both, is not revealed. This explains his keen interest in Tsunemori's state of mind and stable emotions. After Ginoza is demoted to Enforcer,  the two form a firm partnership based on mutual trust and understanding.
Ginoza is greatly concerned for her mental and life safety, reminding her of the dangers of falling into the "abyss" from time to time  and serving in a supporting role as one of her Enforcers. ByGinoza is a staunch ally of Tsunemori, supporting her judgment while adding his own views on cases and even chastising other Inspectors who speak ill of her.
He also persuades her to keep a balanced outlook regarding Shinya Kogami. Sakuya Togane As Togane wants to paint Tsunemori "black," he manages to gain Tsunemori's trust by mimicking Kogami's behaviors and agreeing with her from time to time.
Tsunemori is thus duped and begins to rely on him as she did Kogami, never doubting his motives and unaware of his secret schemes.
